The term "human devourers" is most likely a reference to the lions during the Roman circus games. It may also stand for murderers. Seven shaved heads, poison in drinkable water springs in Genoa, faked Templars (crusaders) or clergy, or even Allah Jihad - Not necessarily linked to cannibalism.
